Xevopapers kre already indulging in thesretical

discussion on the question of birth control, although the

mentality.Japanese

theory is maongenial to Japanese

derartment assert that they do not view the question of OTNI- population with conesen (vide my telegram No.429). It may be

that they four that in the event of an outlet for expansion

being assigned to them on the Asistio mainland, they will at

the same time be excluded from other possible outlets.

As regards the question whether Japanese can successfully

compete with Chinose in the economic field I desire to make

the following observations.

In Versess the dominant rass is the Japanese, but the

mest affluent inhabitants are severtheless Chinese, Thane

latter have the sontrol of the ten trade in their hunde,

the owners of all the most valuable coal mines and are very

largely interested in the sugar industry, whereas the

Japanese predominate in shipping and barking enterprises, ani

are able to maintain their position against the Chinese so

far se retail trade is concerned, In agricultural pursuits

however, they do not attempt to enter into sompetition with

the Chinese and it is unlikely that they would be successful.

if they tried to do so. The plan of forsing joint Japanese and

Chiness enterprises is growing in favour because the Chinnge

realize that méh an arzungenent guarantees the sasistanse

the Government and sise obviates competition.

There are only a very few Japanese in the north of

Cores who are engaged in agriculture, but in the south they

are fairly numerous.
